Gender and Energy Online Toolkit for Practitioners

These online resources provide basic tools to energy teams for mainstreaming gender considerations into energy sector activities.  Included are sample questionnaires and checklists, examples of terms of references (TORs) and screening guidance, which can be downloaded for use by task teams.

These resources have been developed by a number of organisations including the World Bank, ADB, ENERGIA and the University of Twente, and are consolidated here for energy and social practitioners addressing gender aspects of energy projects.  The resources are supported by a Briefing Note on Integrating Gender Considerations into Energy Operations which helps to place the tools in the overall context of why and how to mainstream gender in energy sector operations.

 Resources are organized around four key steps of gender mainstreaming:

Step 1 | Gender Assessment;

Step 2 | Gender Action Plans;

Step 3 | Implementation and Monitoring; and

Step 4 | Completion and Evaluation.

The aim of a gender assessment is to identify key gender issues, risks, constraints and opportunities associated with a proposed energy sector initiative.  These findings  are a key input to the development of a gender action plan with targeted activities and an Monitoring and Evaluation (M&E) framework. These activities will then be implemented and monitored during the project cycle and evaluated at the completion of the project.

Additionally, we have compiled a list of Terms of Reference (TORs) for each step of the process. You can find them in our Repository of Gender Terms of Reference.

By clicking on the steps below you will find corresponding resources and tools for these various stages.
