Municipalities seeking to improve energy efficiency in public assets such as government buildings, public lighting or water utilities often face challenges in securing financing due to restrictions on municipal borrowing, a lack of interest from commercial lenders, and inadequate support by regional and/or national governments. There have been success stories, however, mostly concentrated in the developed world. Sharing these lessons is critical to help cities in emerging economies overcome these hurdles and successfully scale up municipal energy efficiency.

The Energy Sector Management Assistance Program (ESMAP), in collaboration with the Financial Solutions unit of the World Bank’s Transport, Water and ICT department (TWIFS), have commissioned a study on global experiences in financing energy efficiency investments in areas where municipal governments are the controlling authority. This study is intended to help municipal authorities in World Bank client countries determine appropriate financing options for their energy efficiency investments.

This is intended to be an interactive session to solicit inputs and experience from across the World Bank Group. Feng Liu (ESMAP) and Mustafa Zakir Hussain (TWIFS) will lead a discussion to elicit views on whether the study presents a comprehensive set of the financing options, whether the case studies used present an accurate picture of global experience and whether there are further case studies that should be included.
