As it has for 30 years, the Energy Sector Management Assistance Program (ESMAP) is actively helping low- and middle-income countries meet their energy challenges and take advantage of new opportunities. This annual report looks at ESMAP's work in Fiscal Year 2012 with an emphasis on the program's four main focus areas: energy access, clean energy, energy efficient cities, and energy sector assessments and strategies. During this period, ESMAP continued its reorientation to better serve client needs, and supported dozens of analytical and advisory activities undertaken by the World Bank's regional units.
ESMAP's achievements in FY2012 included:

Completion of the Low Carbon Growth Country Studies series, which have supported seven of the world’s largest emerging economies as they develop strategies to reduce GHG emissions while still meeting national growth objectives. This series has now informed US$3 billion in World Bank lending and six national policies and strategies

Global deployment of the Tool for Rapid Assessment of City Energy (TRACE), which is being used by cities around the world to quickly assess energy efficiency options and decide on areas for improvement

Continued support to Lighting Africa, which has expanded to reach 4 million people in Sub-Saharan Africa with improved, clean, quality-certified off-grid lighting systems

Launch of the Model for Electricity Technology Assessment (META), which allows policymakers to compare costs over a comprehensive range of power generation options, including renewables, while taking into account environmental externalities

Support to the global Sustainable Energy for All (SE4All) initiative, including through key early inputs such as gap analyses of access to energy services in selected countries
The report also highlights how ESMAP's analytical and advisory activities have informed and influenced the overall energy portfolio and country sector dialogue of the World Bank. Over the past four fiscal years (FY2009-12), ESMAP has contributed to the identification and design of approved World Bank Group lending of US$14 billion. These lending operations in turn leveraged a further US$13.2 billion in funding from public, private and other international sources. ESMAP’s most recent portfolio review finds evidence that the recent increase in the World Bank’s low carbon lending, including a tripling of the lending for renewable energy and doubling of the lending for energy efficiency, was underpinned by ESMAP’s analytical and advisory activities.
