In 2014-2016, as part of the World Bank/ESMAP-funded the project Scaling up the Demand-Side Energy Efficiency Business Line in South Asia, the World Bank, in collaboration with EESL and with PwC as the knowledge partner supported three key studies on India’s Energy Efficiency (EE) landscape, by bringing in global knowledge and experience with best implementation practices and examining their potential application to India.
The first study Utility Scale DSM Opportunities and Business Models in India explores how DSM interventions can potentially help in managing electricity shortfall, optimizing power procurement costs for utilities, reducing consumer power subsidies and improving fiscal health of state electricity distribution companies (DISCOMs) and ultimately, unlocking megawatt scale energy savings. The second study State-Level Energy Efficiency Implementation Readinesshas its genesis from the existing structure of India’s EE and electricity governance framework, where states have an important role to play to achieve the desired developmental goals. This study evaluates the performance and unravels the barriers with respect to institutional capacity, policies, programs, financing and markets at the state level. Using a comparative benchmarking framework this study evaluates the EE implementation readiness and development status in states and gives recommendations for improving their performance. The final report, Communication Research on Energy Efficiency in India aims at understanding the attitudes of consumers, suppliers and decision makers about EE and gauging the various stakeholders’ informational needs and preferred channels of information on EE issues in India. The study also maps the various categories of stakeholders in the EE ecosystem which have an impact in identifying, developing, designing and implementing energy conservation activities across major energy consuming sectors in the country.
