Belize is in the “Eye of the Storm.” Located adjacent to Mexico and Guatemala, it is often in the path of hurricanes and tropical storms that frequent the Caribbean. These extreme weather events, which are likely to be exacerbated due to climate change, can be devastating, causing casualties, damaging property and disrupting vital services.
The power sector, in particular, has a range of vulnerabilities that were analyzed through the approach presented in this paper. By evaluating past storms and its impacts, the analysis shed light on the vulnerabilities in the power system, helped understand the financial and economic implications, and contributed to the formulation and validation of potential solutions to reduce such risks. It informed the design of the Energy Resilience and Climate Adaptation Project (ERCAP) in Belize that is being supported by the World Bank with the financial assistance from the Global Environment Facility (GEF).
